This Is RGV's Official Annual Reminder to Slow Down

Operation Slowdown returns to Texas roads from July 18 through August 2. The Rio Grande Valley will see additional state troopers and local patrol units on the road during this period, along with expanded radar enforcement. TxDOT partners with law enforcement agencies across Texas to increase speed limit enforcement during this two-week window. Officers will spend extra time on the roads and issue citations to drivers who exceed posted limits.

Local agencies access this enforcement funding through TxDOT's STEP-OpSlow grant, which pays overtime hours for departments willing to apply. The Starr County Sheriff's Office and the Rio Grande City Police Department fall within the pool of eligible agencies, along with departments across other RGV counties. TxDOT withholds publication of which departments accepted funding this cycle and the amount each received.

Officers will park cruisers along visible stretches of highway shoulder during this period, positioned where oncoming traffic sees them well before reaching a stop. Drivers will ease off the gas pedal at the sight of a parked patrol unit, often before any radar gun records a speed. This tactic will run across highways and farm-to-market roads statewide for the length of the campaign.

TxDOT's most recent full-year data, drawn from 2024, links speeding to nearly 160,000 crashes statewide, 1,467 deaths, and 5,921 serious injuries. Starr County has a recent example on record. A Roma man died on FM 3167 this past Christmas Day when his pickup rolled over. Investigators stopped short of publicly attributing the crash to speed. The location represents the type of two-lane farm road where TxDOT enforcement resources concentrate during this campaign.

The STEP-OpSlow grant funds this stretch of concentrated enforcement in late July and early August. Agencies use any traffic-related probable cause to initiate a stop under this grant, with no requirement for the cause to involve speeding. A broken taillight or an expired inspection sticker qualifies as valid cause for a stop during this period.

School zone rules stay active during this campaign, even though summer break empties out most RGV campuses right now. A flashing light, on its own, decides when the rule kicks in, separate from the school calendar. Drivers who speed past an active light near a campus will get ticketed, even with no kids around.

A Texas speeding citation typically costs between $150 and $300, depending on how far over the limit a driver is clocked, with school or work zone violations adding an additional charge on top of the base fine. A single conviction raises full coverage insurance premiums by an average of 20 to 25 percent, and the surcharge remains in place for three to five years. On a typical Texas premium, the percentage adds several hundred dollars in cost per year across the period.

TxDOT ties this year's campaign to its "Be Safe. Drive Smart." messaging, positioned within the department's larger "Drive like a Texan" initiative built around driver responsibility and shared road safety.

Work zones will double fines during the enforcement period, matching the penalty structure already in place for school zones. A citation issued in either zone will cost more than the same violation logged on an open stretch of highway.

Texas courts allow a defensive driving course to dismiss most first-time speeding citations, provided a driver completes the course within a set window after the citation date. This option removes the conviction from the driving record entirely, preventing the insurance surcharge otherwise applying for three to five years.
